On 2 November 2007, the Council of Ministers approved the creation of the Critical Infrastructure Protection National Centre, a structural framework that would enable the management and coordination of specific actions for the protection of critical infrastructure in Spain. The PIC System, set out in Title II of Law 8/2011, consists of a group of agents from the public and private sectors with clearly defined competences and responsibilities to ensure that the State's critical infrastructure provides essential services to society with sufficient guarantees and without interruption, creating a preventive system that can anticipate crisis situations.
The Spanish PIC System is made up of 12 ministerial departments and 10 central and regional government agencies, and more than 250 critical operators – both public and private – under the authority of the Secretariat of State for Security.
This means that the CNPIC manages a network of more than 300 entities and around 1,200 security plans, both at the strategic and operational levels.
